Statutory Electrical Safety Standards for Private Landlords

Under the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020, private landlords must have all electrical installations inspected and tested by a qualified person at intervals of no more than five years. A copy of the Electrical Installation Condition Report (EICR) must be supplied to existing tenants within 28 days of testing and provided to the local housing authority within 7 days upon formal request. Failure to comply can result in local council financial penalties of up to £30,000.

Understanding Electrical Observation Codes

During testing, our qualified electricians test consumer units, earthing, bonding, and fixed wiring circuits, recording any safety defects under standard classification codes:

Code C1 — Danger Present

Immediate risk of injury or electric shock. Requires urgent make-safe action.

Code C2 — Potentially Dangerous

Critical safety issue requiring urgent remedial attention.

Code FI — Further Investigation

Unverified safety hazard requiring further diagnostic tracing.

Code C3 — Improvement Recommended

Non-compliance with modern 18th Edition wiring standards that does not present immediate danger.

If an EICR records any C1, C2, or FI observation, the overall outcome is declared Unsatisfactory. The landlord is legally required to complete necessary remedial repairs via a certified electrician within 28 days.

EICR for Bolton landlords

Many of the properties we inspect in Bolton — particularly the Victorian and Edwardian terraces in areas like Halliwell, Daubhill and Great Lever — still have older wiring or consumer units without RCD protection. C2 codes are common in these properties. If your report comes back Unsatisfactory, you have 28 days to complete the remedial work and obtain a new certificate.

EPC and EICR in one visit

Landlords need both certificates. Book them together and we cover access once, produce both certificates and send one invoice. See our landlord package.
