Commercial EPCs in Manchester: The Rules You Cannot Afford to Ignore

Commercial EPCs in Manchester: The Rules You Cannot Afford to Ignore
If You Own or Lease a Commercial Property in Manchester, the Rules Have Changed
It is no longer a question of having a certificate filed somewhere in a drawer. Under current UK law, your EPC rating determines whether you can legally rent out your commercial property at all.
For commercial landlords and property managers across Manchester, understanding these rules is not optional — the financial penalties for getting it wrong are significant, and the regulations are only going to tighten further.
This guide from Prime EPC and Designing Consultants cuts through the legal language and tells you exactly what you need to know, what you are required to do, and what happens if you do not.
What Is a Commercial EPC — and How Is It Different From a Domestic One?
An Energy Performance Certificate rates a building on a scale from A (most efficient) to G (least efficient). You will already be familiar with that much.
What most people do not realise is that a commercial EPC assessment is considerably more detailed and complex than a residential one. A qualified commercial assessor looks at the building across several categories that simply do not apply to homes:
Zoning — A commercial building is divided into zones based on how each area is used. A heated office space is assessed differently from an unheated warehouse loading bay. The assessor accounts for this, so the rating reflects how the building actually functions — not a one-size-fits-all calculation.
HVAC Systems — The efficiency of your heating, ventilation and air conditioning equipment plays a major role in the rating. Older, poorly maintained or inefficient HVAC systems will drag the score down considerably.
Lighting — Commercial buildings tend to use far more lighting than homes, and the type of lighting fitted has a direct impact on the rating. Older fluorescent tubes score poorly compared to modern LED systems.
The calculation is carried out using government-approved SBEM (Simplified Building Energy Model) software, which uses the measurements and data collected during the on-site assessment to produce an accurate CO2 emissions figure — and from that, the A to G rating.
The Rule That Catches Commercial Landlords Out: MEES
The Minimum Energy Efficiency Standards (MEES) regulations are the part of commercial EPC compliance that carries the most serious consequences — and the part that is most frequently misunderstood.
Under MEES, it is currently unlawful to grant a new commercial lease, or to continue an existing one, if the property carries an EPC rating of F or G. This is not a guideline or a recommendation. It is a legal requirement.
What Are the Fines for Non-Compliance?
If you are found to be renting out an F or G rated commercial property without a valid registered exemption, the penalties are calculated based on the rateable value of the property:
- Properties with a rateable value below £50,000: fines of up to £5,000 for less than 3 months of non-compliance, rising to £10,000 for 3 months or more
- Properties with a rateable value above £50,000: fines of up to £50,000 for less than 3 months, rising to £150,000 for 3 months or more
Beyond the financial penalties, non-compliance can also be published on a public register — which creates reputational risk for property owners and investors.
When Does a Commercial Property in Manchester Legally Need an EPC?
- Sale of the property — Before the sale of a property, it is mandatory to have a valid EPC.
- Letting to a new occupier — A valid EPC must be supplied to the potential tenant before signing of the lease agreement.
- Completion of construction — A newly built commercial property must have a valid EPC.
- Major modifications — If there are any major modifications in the property like extension or subdivision, then a new EPC might become necessary.
- Showing the EPC — Certain commercial properties having a floor area of more than 500 square metres which are visited by the public on a regular basis are obligated to show the EPC.
Does a Lease Renewal Require a New EPC?
A straightforward lease renewal with an existing tenant does not automatically require a new EPC. However:
- If your existing EPC has expired (certificates are valid for 10 years), you do not have a valid certificate in place — and proceeding with a renewal without one creates a compliance risk
- The MEES prohibition on letting sub-standard properties does apply to renewals and extensions of existing tenancies, not just new leases
- Current non-domestic MEES guidance indicates that a new EPC should be obtained on renewal if no valid one exists
The safest and most straightforward position: if your EPC has expired or no valid certificate exists, obtain a new one before any renewal discussions proceed. It removes the compliance risk entirely.
How Is a Commercial EPC Rating Calculated?
Commercial EPC assessors use SBEM software — a government-approved calculation tool — to produce the rating. During the assessment, the assessor will:
- Measure and record the dimensions and construction of the building
- Identify and assess each functional zone within the building (offices, warehouses, retail areas, server rooms, etc.)
- Record the heating and hot water systems, including boiler type, age and efficiency
- Assess the air conditioning and ventilation equipment
- Record the lighting type and controls throughout the building
- Note any on-site renewable energy generation
What Are the Upcoming Changes to Commercial MEES?
- C by 2027 — the proposed minimum EPC rating for all commercial properties being let
- B by 2030 — the proposed minimum rating for all let commercial properties
Commercial landlords in Manchester with properties currently sitting at D or E face a compliance challenge in the medium term. Planning improvements now is far more cost-effective than being forced to act quickly as a regulatory deadline approaches.
How to Improve a Poor Commercial EPC Rating
Upgrade to LED Lighting Throughout — For offices, warehouses and retail units, switching entirely to LED lighting is typically the single biggest improvement available.
Install Occupancy Sensors and Lighting Controls — Fitting occupancy sensors scores additional points on the assessment and further reduces energy consumption.
Service and Maintain HVAC Equipment — Modern, well-maintained air conditioning and heating systems score considerably better than older or poorly serviced ones.
Improve Insulation — For older commercial buildings in Manchester, improving roof and wall insulation can deliver a substantial improvement to the EPC rating.
Frequently Asked Questions
Does every unit in a multi-tenancy commercial building need its own EPC? In most cases where units are let separately, each unit requires its own EPC. Our team can advise on the right approach for your property.
Can I let a commercial property while an exemption is registered? In some cases, yes. MEES exemptions are available for specific circumstances. Exemptions must be registered on the official PRS Exemptions Register and are valid for five years.
How long does a commercial EPC assessment take in Manchester? A small retail unit may take 45 minutes to an hour. A large office block or industrial unit can take several hours.
How long is a commercial EPC valid for? Ten years from the date of issue — the same as a residential EPC.
